I need help with a petpage

I have MS Paint and I need a web page with a template and code... I can't download anything programwise...

Don't need any programs to get started on layouts.

By using some of the CSS from the following two sites you can create a page and still be able to use MSpaint to make your images and graphics.

http://www.mandarindesign.com/

(There are others in case you're wondering. I just picked out two to get you started.)
