Problem with colored scrollbars in frames.

I currently have a webpage with frames, with my blog in the main frame. I am using Movabletype as my blog and I inserted the colored scrollbar codes appropriately in the css stylesheet (external .css file) however it still doesn't work! Any idea why?

Is the CSS code you're using for the frame the same as the one you are using on the main page? If so, is it working on the main page, and not the frame? If that, then it might be the code on your page. You know the
<link rel="stylesheet" type="text/css" href="csscode.css">
thing.
Can you post your codes? It'd be easier to find out your problem if I could see what you have already.
(it'd be fine just to see the CSS ones)

is the stylesheet also linked on the pages that open INSIDE the iframe? because colored scrollbars only work if the code is on the pages INSIDE the iframe
